It looks exactly like the one from Arisuka, from MTS.
Just to note, visually I and other mods could not see this exact similarity you speak of when we examined the preview pictures of both uploads, then one of us who plays the Sims 3 took the two sets of files you mentioned apart to check, they found that the alphas and dds were utterly different.
In short we are satisfied that the lips here are not a theft of Arisuka's work. I would suggest that a visit to your optician might be a good idea, Sir Childish.
